I'm pretty sure the base data for each Pokémon includes more than just sprites. Adding a whole new Pokémon would also include stats and IV data and level up moves and evolution. That would all have to be done manually since that data wasn't in Alola or earlier. It's not just sprites. (I could be wrong but I'm pretty sure)
