I mean, neither garbodor or ninetales have sfx in their designs, its a little different then infernape The fusion is gorgeous and definitely one of the ones i was rooting for from the start, it deserved the spot it got! but i do think they could either expand upon or just scrap the sfx rule haha. rn it feels very arbitrary which just adds confusion
for this specific one- yes, it’s part of the design, but the entire design is catering around it to the point the actual body is unrecognizable. there’s a couple more entries that use pretty heavy sfx seperate from the design too , like the machamp

well the rule says no excessive sfx, not no sfx at all. the fire (at least imo) is def sfx but it's not to the point where it completely covers the sprite itself. so I think it's really more of "if it doesn't need sfx then it's not recommended", which in the ninetale's design is pretty much needed since it's for the tail
