fair but also at the same time i dont think they were expecting people to grind them to gain max effection as soon as possible. i do feel like if you dont grind to max effection as soon as you can you dont get as over leved as easy because you dont get the boosted exp as early. same sorta thing with gen 6 and the exp share where people were so over leveld all the time because they gave you exp for catching pokemon and people wanted to catch all the new pokemon they saw
