It's easy to achieve this effect ! Simply transfer the illustration to the water (upside down) and melt it using a transparency effect. Then add a few light and shadow effects for the waves, and you're done 😄

Japan has creatures of this style all over different forms of media and has since way before pokemon. We in the west just don't get to see as often. These design inspirations are common place in Japan. Pokemon didn't create any the shared similarities.

Whenever I don't know how to do something, I try to trick my friends into getting hooked on the project at a small scale and then they're trapped when I reveal all my plans

its too complex an idea for someone with no programming experience to take on so im just building the world until i can either convince a studio to make it, or game design tools reach the point i don't need to program at all to make one

programing is far and beyond the one skill im utterly incapable of wrapping my head around so i'll just have to sit around and wait lol
