Yes, the country it was refering about is more or less in war with west europe right now and lot of the said terrorist are recruted directly in france actually (young impressionable people with similar origin). So it's kind of a touchy subject in france when it's about that country. I would imagine that sending that kind of text message is probably for us to take an interest on the country to lure them better. (probably. lots of assumption here)

in photoshop resizing up (making a small image bigger) almost always result on a blurry result because the software have to guess how to fill the gap between the pixels. making a big image smaller usually give good results though

that's why usually professional work with very very very big resolution images so they can have a very big image that they can resize down to whatever they need later

#

the only situation that I know of where resizing up doesn't result on a blurry mess is when you do pixel art, because you can tell photoshop how to guess the gap between the pixel by nearest neighbor so the pixel look is preserved. (it basically make the pixels bigger)
