it'd be okay. Ampharos/Vileplume has slightly better stats than Vileplume/Ampharos, but it's Electric/Poison instead of Grass/Electric
Electric/Poison is better defensively, but Grass is a better STAB than poison. The stat difference isn't significant, so it pretty much depends on what elements the rest of your team has. I will say Petal Dance is stronger than anything poison gets

@rose dune I tried to do that as well, but I went for the passive heal over 2 turns (leech seed/protect) with low hp instead
Shuckle head with either sunkern (83hp at lvl50), jumpluff (98hp) or tangela (96hp)
You would need an enemy with 288hp to heal 36hp with leech seed per turn to heal Shuckle/Sunkern to full (leftovers included) So..that doesn't really work.. but Shuckle/Jumpluff could be fast enough to get a gigadrain off after protect but it doesn't have any sp.att either sooo idk

Light Ball is one of the rewards for the Voltorb quest in vermilion city, Thick Club just has to be found on wild cubone (a pokémon with compoundeyes in the front of your party, even ko'd, increases the chance of wild pokémon holding items.), and Mankey's Paws are for sale from a shady dude in Saffron at night

So far my team is Venosaur / Wartortle, Beedrill / Kadabra, Glaceon / Arcanine, Marowak / Rhyhorn, Raichu / Butterfree, Sandslash / Kabuto. I finally got giovanni, I had to level all my things up 10-15 levels each before I squeaked by him. But now the grass gym leader I can't. Her rapidash one shots everything I have and I struggle against her first two, as well.
The rapidash either ends up out speeding me with flame charge or one shotting my other guys with ice beam. Even with a dozen revives I couldnt manage it. i've been taking in Raifree to deal with her first pokemon, lightning takes care of him in 2-3 hits. Then his second pokemon wrecks Raifree and I have to swap to Glaceine who can ice fang the second one in 2-3 hits. But then Ive tried every other member of my party and none of them can even get a super effective move off. I need flying/rock/poison vs him, and he has a super effective vs my Raifree (Flying) my Sandto (Rock) and my Beebra (Poison) so no one can get off a move. :/

Try using Beebra (that's part Kadabra, right?) against her Golduck/Victreebel so Raifree can survive to Thunder Wave her Rapidash/Bellossom.

That was very close to what worked. Beebra handled victreebell, raifree managed rapidash through many sleep powders and many heals until rapidash used sunny day one too many times and finally died. phew.
