the pokémon you traded for that charmander was low level. Charmander's stats are currently set according to that level. After you use it in a battle, its stats should recalculate to something sensible

In my fist playthrough i got a gyrados (h)/golem (b) . It wasn't very tough on special defense but it's defense and attaque was pretty good and I used the combo defense curl + rollout pretty often, making it pretty powerfull. Gyarados is one of the exception. It act as a pure water in fusion
If the body have it's first abikity then the fusion have the ability of the body, if not then the fusion have the first ability of the head (If I understand correctly)

i think i may have figured out why i cant get a static pikalett, my pikachu might have an ability value of 2 but still have static because i got the pikachu from unfusing instead of str8 catching

Pikachu does give static but once you fuse 2 mons the initial ability they get cannot change by unfusing and re-fusing them

Best thing to do is get a Pikachu in Viridian forest before doing the Mt Moon quest and triggering wild fusions
That said, a DNA splicer for $500 is cheaper than a $750 fusion repel and you can unfuse one of your wild Pikachu fusions

So i have this naughty natured Hitmochan with iron fist that i am trying to fuse with a Gengar and even though Hitmochan is the higher lvl body his iron fist gets replaced with levitate. i even tried using gengar as the body to experiment and the same thing. It confuses me lol

I have experienced the same thing, so I bet there is some value for each pokemon that determines the ability a fusion will get.
At Crimson City you can get an ability capsule to switch the fusion's ability, so... yeah.

The original ability value of the head determines the fusions ability.
They all have values of either 1 or 2.
A value of 1 will give the fusion the heads ability and a value of 2 will give u the bodies.
Your gengar has levitate(1) instead of levitate(2), gengar line only have 1 ability but it's coded as levitate (1) and levitate (2) u don't see the numbers tho.
However a quick fix for it would be fusing the gengar with anything then unfusing and refusing it to the hitmonchan.
Anything that has been unfused has an ability value of 2 no matter what the ability name is
