Entei isn't a roaming one. He is chilling in victory road and can be obtained before elite 4. As for the latias, latios, and the fusion one (suicune/raikou), I know that both latios and latias cannot use whirlwind or roar. Idk about the other one.

rotom for levitate. assuming you want to have strategy with it. otherwise, pidgeot, lopunny, and maybe a volcarona will do.
(raichu is like most pokemon where you're fine with any fusion as long as the other side works with it. you could even fuse a tank like pokemon such as cofagrigus or blissey if you felt like it)

Are sprites for the next Hoenn game in the new packs?

If so, good work to all the spriters. Their labor of love will make the next game better
