Some sprites indexed may no longer be in base PIF, because some sprites get removed for a variety of reasons.

I tried debating the other fighting types, and Hitmonchan seems the best bet. They even have a skirt.
I'm thinking Hitmonchan as the body, and Milotic or Dewgong as the head.
However, I realized that if we use Dewgong, we can give the sprite an alt to use the Alternative design Amano made for Tifa, with the white hair.
If we give it good Special Attack, then we could headcanon that the different elemental punch moves are Materia.
I then realized something funny. Dewgong/Hitmonchan is Water/Fighting. The primary things that can hurt it(Grass, Electricity, Flying, Psychic, Ghost) could all be headcanoned as Tifa's only weaknesses are Aerith, Cloud, and Sephiroth.

Posting the sets of 3 of my favorite mons in my last playthrough. Garchomp / Meloetta is Serene Grace with Dragon Rush, after 1 Hone Claws Dragon Rush always hits, after 2 Hone Claws Sing always hits. Umbreon / Skiploom was the MVP, Encore/Leech Seed/Parting Shot are so strong and Oblivion Wing is a sick move. My shiny Jirachi / Latias can set up on most things with Cosmic + Stored Power, Wish recovery helps itself and the team, and Moonblast hits dark types and serves as a decent move without the need to set up
