It depens on what you're looking for. Ho-oh has incredible special defense and a good special attack, so its good for being the head of the fusion. Putting it on any bulky mon's body would make it a really well rounded mon, fire is also a decent typing in general

Out of the ones you listed, I would personally suggest Ho-oh/Rayquaza

But Ho-oh Palkia is also incredible

I've seen it happen to a ton of non-gardevoir fusions, but yeah, they usually have a body that suck so unfortunately the side with the cool art is the side with the terrible stats.

I don't recall which... maybe Umbreon/weezing? The sprite was amazing, but the average stat went down like -31 with SpDef -20 lol
