You can get one after beating 108 ghost type Pokemon (you can also get sprits from the well on Route 36 once per day), and using the Odd Keystone (obtained from the Pokemon Tower in Lavender Town) from your inventory! It will spawn the Spiritomb encounter.

If you want to use the EXP All then you'll probably want to box it. It really speeds up leveling a party and you probably don't want to deal with having to constantly stop its evolution.

You'd need to get the Fuchsia badge then clear out Team Rocket from Silph Co to be able to get the Saffron City badge. This will let you surf to Cinnabar. From there you can surf to Knot Island which is next to the Battle Tower.

Well ik there might not be one there atm but hear me out... Shedinja & Bisharp
Give it wonder guard (No duh) & choose the Dark/Ghost option

Pros:
-Basically Immune to most attacks beside fairy type ones as far as ik.
-Pretty good amount of trainable moves to give em & or learnt via lvl up.
-Bisharp being part steel means you can counter 1 of it's major weaknesses.

Cons:
-Environmental/Status moves can still probably harm you so be warned.

PS: The Bug/Steel option is a alternative if you have a way to counter it's weakness to fire.

The pre-evo of shedinja can easily be found in viridian forest as well so as long as you got a false swiper you should be able to get one np
