Basically this game takes the Pokemon from a program called Poke essentials, and while there is a version of it uploaded to Gen 9, upgrading to it means recoding a lot of the game. The alternative is coding the Pokemon in manually, which is prone to game breaking bugs

Bear in mind that a lot of Gen 8+ Pokemon have their own signature moves and abilities, so those are a huge caveat to adding them manually
