The way our stat calculation works is just that the head will dictate the brunt of the stats. That way, a Gardevoir/Snorlax fusion is still a fast SP Attacker with some bulk courtesy of Snorlax and Snorlax/Gardevoir is a tanky guy dude with some special attacking possibility courtesy of Gardevoir.
That way, both ways the fusion is ordered will have a niche to fill. The problem with IF's approach is that most of the time one of the two fusion is just strictly better than the other

Nah, ease of implementation wouldn't be a good metric. Not everybody has that sense to sprite from concepts to begin with
My expectations are that
1, amount of clutter in the concept designs needs to be kept minimum
2, how easy it is to tell what's been spliced
And 3, proper shading, lighting, and effects even through its not a sprite yet
Also, posing is probably a factor. Something dynamic and easy to understand is key as well
Also creativity would obviously be critical. Just adding the head on with copy/pasted features is not a way to go. Take cofagrigus and say....Tropius. The gold head is expected imo, but the wings would be the challenge. Making them scarab wings would keep the the Egyptian aesthetic, but that's a sign of a BUG type the most, as they're INSECT wings. And the bananas would be important too since that's one of the most unique things about tropius
