Slurp and ribombee might have slight chances for a surprise victory, but very unlikely

The entire larvitar line appeared on the rock typing, for example, but only tyranitar appeared on the dark typing

It does include starters and legends

I did include possible forms for later on, like origin form giratina

I did not include “those are obviously not forms” like arceus typings, silvally’s typings, aegislash forms, and megas/similar obv
