You can technically pay the amount they are asking earlier than that, but you can't do much in that city before the celladon events anyway.

Depends on where you are in the game, but re-battling trainers is a great source of exp.
You can get exp share in cerulean (and a few more later on) as well as exp all (sharing exp for the whole team at once) in fuchsia.
There is also a built-in exp all effect in easy difficulty.

• If you're on or above 6.4.3, double click INSTALL_OR_UPDATE.bat to update.

You need the rock break move, taught by the TM.
Outside of mount moon there is an event with the nurse and the first gym leader (if you defeated him) that starts a small series of events, giving you the TM at the end.

The wonder trades are based on "base stats total" (often called BST), so if you want an articuno for example:

It is kind of tricky to find matches for that out of the huge amount of fusions (especially since quite a few pokemons have higher BST, including pseudo-legendaries that are ay 600 when fully evolved as well as many legendaries)

When you play on Easy difficulty, it automatically has exp share to all mons.

Hey @cold marlin! Trying to get past the Corsola on Kindle Road? After defeating Jasmin on Kin Island, you'll get a Mareanie. Having Mareanie, Toxapex, or a fusion with them in your party will scare off most Corsola.

They can also be bought from the Silph Co. Lobby for 11,000$ if you saved 7 or more employees, or 8,000$ if you saved all the employees!

To use Exp Share, give it to a Pokémon to hold. That Pokémon will now gain XP without needing to participate in battle.

Exp Share will NOT stack with Exp All.

Most people do their first fusion soon after catching their first (or first few) pokemons, even if just to see what happens and such.
If you are playing randomised for your first playthrough I don't know if normal answers can apply, and there is a big difference between fusing a ratata and a pidgey for fun and fusing things to make a strong combo that can continue to be viable throughout the whole game as well.

For starters, many trainers can be fought again, they even get slightly stronger each time, leading to more exp as well.
You get exp share in cerulean (3rd city and 2nd gym's city) as well as exp all (sharing exp with the whole team) in fuchsia (usually 5th or 6th gym).

Hey @sour socket! Are you looking for Route 38? Route 38, Cianwood and Olivine City were not added to the game. They were added to the map due to a recent map update, but the areas do not exist. The gyms associated to those areas are in the Sevii Islands. So to answer, "how do you get to those areas?"

Hey @chrome owl! Are you looking for Rock Smash? The Rock Smash TM is given to you after you beat Brock. To get it, go into Mt. Moon. There, you'll overhear Team Rocket members talking. Head back out and talk to Brock, he will give Rock Smash!

If you want to know where the replacement item is, ask "Where to find the Pickaxe"
