So I've seen that since like 2023 it has been stated repeatedly that no new pokemon can be added to the game because of engine limitations. That is all fine and good except for that obviously pokemon have been added. That same reason is still given today and as i said pokemon are still being added. Has it ever been stated anywhere why exactly this is?

You can get an S.S Anne ticket from Bill at the end of Cerulean Cape, which is north of Cerulean. You'll then find the key to the Captain's cabin on the deck of the S.S Anne. You can also get its replacement item, the Shears, on the east path of Route 2 (only once you have the HM already). You can use Cut to access it from the west path of Route 2, or take Diglett's cave from Vermillion City to get to it!
