i believe you can fix this by playing on a 4:3 resolution, which can be any one of the following: 640 x 480, 800 x 600, 1024 x 768, 1152 x 864, 1280 x 960, 1400 x 1050, or 1600 x 1200.
of these, the ones that will provide the most desirable results are 640 x 480, and 1280 x 960.
to get these resolutions while playing on fullscreen, you can change the resolution of your monitor to one of the resolutions i mentioned earlier, which will make it so that the game will adjust to that resolution when going into fullscreen mode

you could also, and i'm not sure if this will work, set the resolution of the window to X1 in the ingame settings, then try pressing alt + enter to go to fullscreen. i personally haven't tried this, since in my monitor (which is 1920 x 1080), just going into fullscreen already made everything work perfectly, but i'm guessing your monitor has a different resolution and is causing unexpected trouble

since you said you googled the issue, i'm sure you're aware of this, but one of the possible solutions for this is going into task manager, right clicking on "file explorer" and then restarting it, which will momentarily make your taskbar and desktop disappear, then come back in a matter of seconds. this should fix all the ghost copies that show up on your alt + tab menu.

another alternative might be to try pressing the windows key instead, or pressing windows + tab, or pressing alt + enter, or pressing alt + esc, which are all ways of getting out of the game without having to press alt + tab, you might find some of these more comfortable than just regular alt + tab.

another, more experimental solution, would be to go to the game's directory, right click on OMORI.exe>properties>compatibility, then try either setting the compatibility mode to windows 8, or disabling "fullscreen optimizations". additionally, if any combination of those two isn't yielding the results you're looking for, you can try toggling the "run in 640 x 480 screen resolution" box, which, admittedly, might not really fix your alt + tab issue, but it's worth the try.

all of this might sound like a hassle, and it's important to consider that if your playtime exceeds 2 hours, steam will most likely not refund your copy of the game, however i would recommend putting in the effort to get the pc version working cleanly, as you will be able to get the big advantage that the pc version has over console which is the capability to enhance or modify the game with community-made mods, of which there's a lot of and it's genuinely impressive how a big amount of them are genuinely high effort mods.
if, however, you don't want to put in all this effort for a game that you're not sure if you'll end up liking, or if you just want to play the game, the console version is also a good deal, as it contains console-exclusive bonuses, which are available on pc through modding as well if you're interested on that.

another possible fix i was thinking of, was that you could try opening the game, set it to windowed mode, then manually resize the window so that it covers as much of your screen as possible. this is kind of janky, and you probably already tried this, however, if you haven't, the results might be "good enough", seeing as your monitor resolution is so high.

if this method does end up looking okay for you, you might be further interested in right clicking your taskbar, clicking on "taskbar settings" (very last option, all the way at the bottom), then turning on the option to "automatically hide the taskbar", that way you will have more screen space and can resize the window in a way that would make it appear as if it was in a sort of "borderless window" mode, which would of course prevent your alt + tab duplication problem

if you get a bit lost or you feel like you need help with finding some of those settings (either because your windows language isn't set to english, or because i didn't explain myself properly ), googling can give you very direct instructions, or you could alternatively just ask here and i'm sure someone will help you out

Thank you very much for the in-depth reply, I did indeed know about the File explorer restart thing, but I was looking for a permanent solution.
I also tried doing the compatibility shenanigans, disabling fullscreen optimizations etc to no avail. I only played for an hour so i'll try some of the other things you mentioned, I tried windowed mode, but I can't resize the window, I tried using borderless gaming to make it borderless fullscreen but the duplicating bug came back when I did this. Maybe i'll settle for the "don't use alt tab, use other shortcuts instead" but the alt tab is buried in my muscle memory so it's gonna be annoying lol

If I can't find anything comfortable i'll refund and pick it up on the Switch, playing Omori in handheld mode sounds like a good time too.

on the topic of "comfortability", one extra alternative you could use, which is kind of extreme if you were to ask me, is to grab yourself a program that allows you to "rebind" the key shortcuts on your keyboard, so that, for example, when you press Left ALT + TAB, windows will take that as you having pressed, say, the "Windows" key, or having pressed "Left Ctrl + ESC". that way, you would avoid any problems with muscle memory.
