nso was originally made in japanese by a japanese developer, fully takes place in japan and focuses on stuff thats especially common in japan with a big japanese fanbase from the very start, it was fully created with a japanese lens by someone who actually understands japanese media industries and stuff without having to worry about any cultural barriers
omori was made by an american, takes place in the us, didnt have a particularly big japanese fanbase until the translation came out (although it definitely has one now). omocat may be a weeb but shes still not japanese, even without any factors relating to predicted audience perception, anime studios are generally a lot less likely to collaborate with foreign media/non-japanese creators
i can absolutely see the similarities it has to other popular japanese media and why it could absolutely be appealing to a japanese audience, but its still very different than nso
