I disable every mod, I change every setting, and the only thing that fixes it is turning the graphics all the way down but then that makes the game stutter really bad and make it really terrible to play

Well I disabled DOF and it fixed most of the issues except the one I was trying to fix in the first place
And now the stuttering is worse somehow. Even setting it all back doesnt fix it.
Guess I just have to live with this.
