Well yes, but you can still upgrade the GPU, ram, storage etc. But in the end the amount of people who upgrade their system is very low. Surveys indicate only 10-20% of people(from pcgamer) actually do so instead of buying a new system.

And considering their low price. It might be a better option in cases where budget is the most important.
