It's intentional; It leaves the ending open to interpretation. P5 isn't about the aftermath of the journey, it's about the journey itself, hence why we saw so much of the other characters right alongside with the main character.

With such an open interpretation, too, as a writer, it left Araki room to explore should he ever want to write more for P5 or for other writers to collab and write spin-offs of their own, hence PHF's existence. It's a key choice as an author to not say too much so it leaves fans and enjoyers room to imagine their own endings/continuations/headcanons/etc.

You have a final fight, everyone gathered together, easy way to write all the characters working together, do some combo moves which you refused to write for any fight after Illuso (Besides Ciocollata but like one instance in the whole last 75% is awful). Not only that, but we have a super bizarre circumstance where everyone's bodies have been swapped including the main villain, they could be anywhere! And they all have one goal, figure out how to get the arrow for themselves from Chariot Requiem before all of Italy is mutated beyond recognition. What could possibly go wrong writing wise?

1. Immediately, Narancia is killed off. This would've been a good death if he had any character development beyond backstory, got any fights where they did anything except brute force their way to victory in uninteresting ways, and if it wasn't just an obvious way to get the main character their body back. Then they just have one scene and proceed to gloss over it for the rest of the time until the golden wind shows the dead.

2. As they're investigating, they follow closely behind Chariot Requiem while on edge knowing that Diavolo could be around any corner and appear anytime. The following scene with Bruno tripping Chariot and Polnareff grabbing the arrow is good, great for tension and really sets the stakes while having Giorno realize that Diavolo is in one of their bodies!! Oh no!! Can't wait to see where this goes! Bam, Diavolo revealed, now it's time to pull some bizarre shenanigans! Oh hes running away with Trish's body? You're gonna do something besides Mista shooting at them right? We already know that doesn't work. No... Well now that Trish and Diavolo are alone were sure to get a confrontation between them somewhat, something to finish her arc maybe? Even an acknowledging conversation? NOPE!

3. Well ok, Araki loves his 1v1's and he's sticking by that, I'm not a fan but he did good with Risotto and Doppio so it has to be good between Chariot Requiem and Diavolo right? Let's watch the fightand it's over because of an instant win button behind their head. Great. Really fun to watch

4. Everyone is together again surely we'll get a cool fight! Oh wow they did a combo move! And Diavolo is just letting them because he's being dumb and not paying attention to anything but the arrow. And he's not doing anything besides trying to grab the arrow.

5. Ok, short sequence of monkey in the middle is over, Bruno has a really sweet moment, really enjoyed his character. Now it's time for the real fight! He awakens an ugly stand but surely it's ability will make the final fight super interesting like with part 3 right?

6. Nope, short sequence of nothing happening. Literally, it's all been nullified. It all amounts to nothing as GER is just an instant win button Deus Ex Machina. Diavolo flops like a wet fish like he has the whole ending fight and gets put into an infinite death loop. Deserved but still confused. Even Trish comments on how abrupt and boring it is. If Diavolo is dead then where is all the stuff we were expecting to happen like Fugo's return, Trish finishing her arc, Mista doing anything worthwhile or not getting beaten up and tagged out of the fight, Giorno having anything beyond apathy?

Answer is it's not there, it's a big nothingburger waste of time
