in the original all-star battle game, they treat it like pucci sees everything in slow motion thus all the characters are slowed down except for him moving at normal speed.
but in all-star battle r, they updated made in heaven so that the slow-motion was removed and now pucci just moves at super speed
so the games technically go with both interpretations
