There are no set rules to what can and cannot be considered part of Diavolo when skipping time. He very well could cary a gun, skip time, fire and leave.
Even if he’s not able to hold anything, he could wear it to bypass the rule.

Diavolo also tends to be extremely paranoid to the point of being stupid sometimes. Like he could've killed risotto faster by skipping and poping up behind him but he didnt want any risk of risotto escaping. Firing a bullet and missing ot just hitting a non vital spot could risk revealing his power or if he really fucked up and went for the backwards chop, he could shoot himself

tbf that was less a risk and more the fact that he takes like a solid few seconds to come out and risotto always kept a good distance away so the moment he sees funny business he's hightailing it out of there invisible so diavolo couldn't possibly catch him anymore
no matter how good an olympic sprinter diavolo is, he won't be able to kill risotto if he has a 5 second head start and just t-poses while invisible
tbf he doesn't even need a gun to shoot high-speed projectiles. he's got a strong precise stand he can just carry around the bullets themselves and fire them like crazy diamond does
he could wear bullets or just metal balls hanging from his clothes like an even edgier gothier risotto and use them to injure and incapacitate foes that are outside king crimon's range, or even kill them with a good headshot, leaving room for diavolo to leisurely walk in and finish them off himself
but that also calls into question why close-range power stand users don't carry hard objects on them to fire as well
which has the simple reason of "its cooler and simpler if they fought normally"
although it'd be a fun gimmick to have two stands brawl each other in fast rapid blows and then one of them fires a ball bearing concealed in its hand at the opponent's head which puts pressure on them to deflect it which gives the attacker an opening to strike at a place where they're not defending anymore since their arms moved to hit the projectile
