Some stands are visible
A good example would probably be anubis
The normal ppl can see anubis
Unless is explicitly stated that ppl can see the stand it most likely can't be seen tho
beach boy is a physical object the stand is bound to
other stands like this are strength, anubis, wheel of fortune
generally they're the ones non-stand users can see
beach boy specifically isn't a bound stand so the passenger never actually saw it and called it out
but for stands that are visible to non-stand users, they're called bound stands and are bound to physical objects which makes them able to be seen by normal people
they're attached to actual objects so they can be touched and seen just like a regular thing
examples are anubis being bound to an actual sword that regular people could hold

Okay possible retcon, non stand users can see the air bubbles because it’s not a super strange thing. For example I assume people can’t see reverb’s powers because it’s out of the ordinary. But compressed air is pretty comprehensible to a normal person

so the air itself is not a stand, so regular people can see it
echoes' powers on the other hand are completely made by the stand itself
but normal people can still hear echoes' sounds thanks to its ability
like when koichi slapped a "BELIEVE ME" onto his mom
Makes sense, so non stand users can see things that are affected by the stand that already existed before, but not stuff made by the stands

if a stand controls the earth in the ground, people can still see the earth being controlled because its just dirt that already existed
the stand didn't make the dirt, it just controls the normal dirt
i had a few more examples written but i deleted them so i could add images to each of them lel
and strength being bound to an actual ship that regular people could board and walk around on
and surface being bound to a mannequin that regular people could see when disguised as josuke
the crusaders are responsible for the deaths of the dozen or so random mfs that boarded the ship with them

stray cat is weird because when the user died it turned them into a fking plant
its not "reviving" as in just making the cat alive again, it turns the cat into another organism with the same memories and existence
stands can turn corpses into other living things like how gold experience can put flowers on abbacchio and narancia and stands can swap around souls like with chariot requiem

a bit similar to how bucciarati got his soul ripped out by chariot requiem from his dying body and put into diavolo's healthy body, eventhough his original body got shot and killed by mista he could still live on for a bit longer in this new body until he had to get out of diavolo
also jotaro is not omniscient when he says this
a soul inhabiting a new body (stray cat) or temporarily coming back to a dead body (bucciariati) isnt true revival, but even if a stand could actually revive the dead straight up all that means is jotaro wasn't aware of there being a stand that could do that
he's been pretty consistent so far so its almost a given rule at this point
if araki makes a new stand that revives from the dead then joot would be wrong but so far he's been pretty right
yeah nothing has disproven it so i get why its considered a rule and i think its probably correct
but im just saying the only actual explicit statement comes from an in-universe source that didnt have knowledge of every stand
araki should bring back his random narration where he just says shit in square boxes directly to the reader
