His vampire abilities are separate from his stand, plus that's so boring. He notably wasn't immortal in part 3 and wasn't at a high enough bond with Jonathan's body to use his vampire abilities

So if he did have one with this it would probably be at the same level he had at part 1

Well if we look at what ability he got from the games when he achieved heaven (While it's not canon, Araki still designed the stand The World Over Heaven as the stand Dio would get if he achieved the heaven plan instead of Pucci. Pucci and Dio have different goals and as such would have different stands) he had an enhanced version of The World that he could use to do anything to something if he punched it first, to sculpt the world in his image.
He used this to touch the air and turn it into a smoke that would hypnotize anyone it hit and o perfectly nullify the Infinite Spin, Return to Zero, and hits from Star Platinum

Hypothetically he would get a stand with this ability again due to it being the perfect form of his ideals, a form of C-moon, and a stand to use as the base

So we know it would already be a punching stand due to the activation requirement
