really only the hamon users had any form of stand ability and it was just a dormant one that wouldn't be awakened properly until part 3 with joseph's hermit purple

phantom blood dio of course didn't have a stand ability because he didn't get pierced with the arrow yet and he wasn't a born stand user

yea, if later part logic took effect at this time then the pillar men would likely have stands since stands can be awakened out of mastery of a skill and the pillar men were literal masters of their elemental techniques

but araki didn't think of stands at this time so of course they didn't have them in battle tendency
