Honestly I don't really have any complaints on the series, the only thing that really stands out to me is the Radio Gaga epilogue in Part 8 and Tooru just being a horrendously mid villain that's carried by WoU and its incredibly insane ability which thankfully made for a very entralling final battle

i would say that araki made the joestars weaker it should stay as it is we dont want them to buff but we want them to be atleast manly

I find that this can be explained away as "Araki wanted to move away from the extra vampiric abilities shown in the earlier parts." As for an in-universe explanation, most likely DIO being fused with Jonathan's body caused his powers to be weakened due to inheriting the hamon blood, thus DIO finding no real good reason to use his powers at all, since they most likely wouldn't do too much in the first place
