iirc if DIO himself waa going for Heaven, he wouldn't need to use the Green Baby. But for anyone else, they need to use it.

And since DIO says in the diary that you need The World to attain Heaven, I assume that's why it is needed. To make a stand close enough to The World.

But like, considering how AU Diego already has The World, I don't think he needs the Green Baby.

Only the 36 souls and such.
