Weather Report, or Rikkiel.
Weather Report's entire arc, backstory, stand ability, character, are all great. He has some of the best moments in the part and Heavy Weather was a top tier arc.
Rikkiel is probably the best minor antagonist imo, his whole self-confidence deal was neat, he's easily the best son of DIO (not really saying much though), the stand ability was cool (Araki made an entirely new species/animal based off of an old internet theory lol), and his design is simple and unique, plus the fight was intense.
