While zou has amazing characters and a great story I'd say Jaya outclasses it thanks to blackbeards amazing introduction, Bellamys setup, and great moments throughout it, even if zou is arguably more important in the series for setting up the proper means for the end goal
On the other hand I also think wano clears skypiea in every aspect except the concept of dials and the rubber moment
