As far as I stand, a transformation is the barest minimum for magical girls. But one of the problems with this is that this would cover Utena as one, and it's pretty non-magical aside from the transformation and the setting, but it does carry a lot of [thematic] things many magical girl stories use

I think magical girls is an easier thing to categorize though cuz, if we're not going with just the barest minimum, then it covers girl-centric stories that are magical. But this categorization also has a lot of nuance because you can't categorize something like Witch Hat Atelier or Little Witch Academia as part of the modern "Magical Girl", they'd be classified as witch stories

It's the same distinction between piloted [inside] and non-piloted/remote-controlled robot stories, modern mecha usually refers to the former, while the latter is reduced to just being robot
