against a normal human yeah
but against a stand user who can see heirophant it would be extremely difficult
step two is difficult because it requires them to not move at all and star platinum being careful
also not every enemy even had a flesh bud
some of them worked for dio for other reasons
step four isn't even guaranteed that they would join
dio is incredibly powerful and scary
even the ones with a flesh bud may not join after having it removed
and numbers don't really matter all the much for five
dio was playing around with all of them until jotaro could move during time stop
none of the stand users they met would really have been able to help fight him
even after they found out he could stop time he still toyed with them
