those freezing abilities that need DIO to touch you which he couldn't do ever because there were only 2 times he was near enough to Jotaro to do that 1. when he first stopped time but got shocked at his last 2 seconds cuz Jotaro invaded his world (world of stopped time) and 2. when Jotaro punched a massive hole in his chest the second time DIO stopped time against him, causing DIO to decide to never give Jotaro the chance to hit him by getting close again
And he couldn't use Space Ripper Stingy Eyes because those need a lot of blood/energy to use and him not even being full power vampire for most of the fight means he needs all the energy/blood he can have cuz blood gives vampires energy if they run out of this energy then they can't regenerate very well as explained by Straits in part 2 while he was fighting Joseph after being blown up by a grenade to explain why his legs were not healed yet even tho 90% of his body had healed from the explosion.

Dio is probably masterful as a villian, yea he killed a dog but that was like icing on a well cooked cake compared to all the time building his motivation to take over Jonathan's fortune and later on defeat the crusaders. You can hate his guts so damn much but his sheer presence is amazing
