DIO is a rather egotistical man, and since he believes Time Stop is an unbeatable Stand, it makes sense for him to refuse to use other things
However, if we entertain the idea that he doesn't have the abilities, namely to freeze parts of his body and shoot lasers out of his eyes, we can say that since Jonathan's body is not a vampire body (and isn't perfectly fused until he takes Joseph's blood), he may not have the same perfect control as he did over his own body
Doesn't explain the lack of laser eyes, though, so it's probably just that he chooses not to use them.
