Alright let's discuss

I feel like in terms of characters and cast, Stardust Crusaders had an incredibly charismatic and endearing cast of both protagonists and antagonists

I think the characters introduced and used in Stardust Crusaders are some of the best written in the Jojo series. It's a very consistent and enjoyable quality for the part.

However,

I also feel, personally, that Part 3 is one of the weaker parts overall, because of its villain of the week format preventing the characters from having any actual dialogue/plot moments outside of just back-to-back-to-back fights.

The story isn't interesting and the pacing is very, very poor.

And not to mention, despite the good chemistry the cast has with each other, they're very rarely ever all in the same picture together. Because of the constant plot elements that keep them all from travelling together at the same time you rarely get the full scope of how well they can all function as a team.

It's the most popular part and I feel that's not... For the reasons people really think it's for.

Stardust Crusaders isn't the most popular part for its quality. For starters, it was the first and for a long time only localization Jojo got in the west. That means outside of Japan, all the rest of the world knew about this series was Stardust Crusaders. Be it from the cult classic arcade game that was popular in the early 2000s, the WRYYYYYYYYY meme, or the Viz translation team literally only translating Part 3 and selling it as just "Jojo's Bizarre Adventure". It also has a few things going for it, admittedly, one being that it was the first part to introduce the classic/staple Jojo formula, but even then... It by no means at all was the best to do so. It's outclassed by all the future parts which perfected that formula greatly.

Stardust Crusaders isn't bad by any means, but it is overrated, and has glaring issues that other parts don't.

part 3 and the 'quality'... I think part 3 has a really weird thing going, a problem none of the others do, but a fairly common problem with shonen stories in general

in that the overall quality is somehow LESS than the sum of its parts, instead of more

because there are individual arcs and fights in Stardust Crusaders that are just so iconic and memorable and exciting/tense/hilarious/awesome to experience that the whole medium of manga and anime would be poorer for it if they'd never been made

but when you watch it all back to back, the pacing issues and all the missed opportunities for more than enemy-stand-user-of-the-week cast a shadow on the excellent characters and individual arcs
