Even during the beetle fight with Josuke, it's shown when Jobin gets mad or irritated his stand can affect others which is what happened to Josuke. He most likely didn't mean for his hand to fall off but he did what he had to do, Norisuke was knocked out and that was his goal
When something needs to be done urgently, you can't worry about "If he's ok" or "How much it hurts". Norisuke needed to be knocked out and thats what Jobin did
