He doesn't HAVE to be the main villain BECAUSE of all those points. "Main antagonist" does not have a clean cut definition. None of those things HAVE to be true for there to be a main villain. They are not criteria that are exclusive to every main villain in the series. Made in Heaven doesn't have the longest arc in the part, Yoshikage Kira isn't the leader of the villain group, and Josuke didn't need a power up to beat Kira. The main villain is how the author himself defines it. And considering that the part is nowhere near finished at the moment, I am waiting to make a proper judgement before sticking the title on this one guy who we just met. It's too sudden for me, it doesn't make logical sense. He can still hit all those points you mentioned and not be the main villain.
