I feel like you are looking at this a bit too surface level. Joshu is consistently acting in character in each of these "switches". When he had the video in hand, he had complete control over the situation where he could show the video or not. Joshu was also in a big argument with the old dude over what the hell just happened and he sees that he is wrong, so he has the power over showing the videio or not. He doesnt wanna lose the argument he was in so he deletes it, to not immediatly lose the argument he was in. Then later on, we have the cops coming in and attacking Josuke. This is after he figures out the way shakedown road works and he is able to get the money he wishes for. Going out of his way to help josuke out would be a trouble for him, especially if he has a package that is just as suspicious as the one Josuke is holding, which is what got him caught. This is all about how Joshu is rather selfish and does things for his own gain. He is a consistent character
