Remember this guy? I've heard several theories surrounding him, but most people think he's an early version of either Damo Tamaki or Ojiro Sasame.
But he seems way too significant
So, like I said, this is a huge stretch, but what if this is actually Sadafumi Kujo? I know Tooru is really powerful, but what if it's a Dio situation, where he follows him because of charisma?
Perhaps it's also a similar situation to Diavolo? He left Kiyomi so that he could run this entire thing, but later, when he comes to finish Kira and Josefumi off (because they know too much) Josuke sees him and he has to erase his memory, but refuses to kill him for two reasons. First, Josuke could be a useful asset in the future. Second, to keep him alive so that he can study him, seeing as he's a fusion made by the new Rokakaka
I also think his motive might have to do with experimenting with the Rokakaka. Remember the speech the head doctor gave? I think he has a reason to release the Rokakaka to the entire world.
It's possible that Tooru is just a puppet, merely his last line of defense. And as stated earlier, I believe his ability may have something to do with memory erasure.
This is probably going to sound really stupid after JoJolion is over, but whatever ¯_(ツ)_/¯

King Crimson can see into the future, and once its ability is activated everyone is locked into their predetermined fate(not that the wouldnt be already) except for Diavolo and he can move freely in this time and do whatever he wants but everyone else is doing what they were fated to do and cant change that.
