why did the witness need the pale heart / veil traveler link to enact the final shape?

With those two combined and control over them you're essentially god, being able to make anything reality

The Witness needs full control over the Light and Dark to reshape reality. It already got a hold over the Darkness from the Veil and establishing the link between it and the Traveler allowed it to access the Pale Heart which would then allow it to have a hold over the Light
The Traveler is the Gardener (and it seems like the Veil is a missing part of her)
