- the Witness wants all reality to follow its philosophy of, essentially, “Might Makes Right”, which itself is a result of them reaching the peak of developed civilization with the blessings of the Traveler and being frustrated that she would not give them a definition, a meaning, for living
- the Traveler grants its blessings in the hopes that the mortal species of the universe can gradually learn to cooperate together and build upon one another to be greater than they are independently. It is not beholden to giving a meaning of life, it is up to each and every individual to decide what the live for

Then imagine it’s also a government building as well, and also on a wall; I think it’s reasonable it’s taking forever for the old Tower’s reconstruction, there’s probably been several alternative build proposals thrown at the construction

Exos still have to retain the alkahest within them to house their consciousness, not to mention the various other machinery liquids like oil and what not that maintain proper functionality of their bodies. This is not a solely flesh-and-bone issue
Plus shock of near-death injury is still possible, as the Exo body is meant to replicate as much human sensation possible to satiate the subconscious so it doesn’t reject its new metal frame

Servitors are robots, to begin with. We'll start from there.
Servitors appear to have varying levels of intellect, usually on a fairly linear scale depending on the purpose or rank of the Servitor. Smarter ones have been used to lead Houses, strike out on their own, so on.
Interestingly, The Hangman of the Scorned Barons, Reksis Vahn, enjoyed torturing Servitors, which appeared to feel some sort of pain.

As for Tormentors and such, we don't actually know for sure. There's a line or two of dialogue, plus the names of some Tormentors, suggesting that they're the combined effort of Nezarec and Calus's efforts, likely cloning tech. However, there is an argument to be made against that. We're simply not certain.
