No, he was still a wise-cracker, but he also was competent. It wasn't just Cayde. Curse of Osiris, also early D2, made Vance into a different character than he was in D1, for example.

He was a bit âgoofierâ than he had previously been; the lore characterized this as a sort of mid-life crisis where he realized heâs been stuck behind a desk all this time and might stay stuck that way, so he goes and does a bunch of field ops, ultimately leading to his death
The lore picks up a lot of the slack that the main campaigns dropped
This could be a good chance to show us who Cayde really is like we've seen in the lore. He's a fun character. He's interesting. It wasn't always shown.
