It's not too hard imo.
The way I got into it was at the very start I made a basic build with gear that had stats I wanted, didn't care if it was Tier 1 or 2 gear as long as it had those stats and then once I had that I put it all on and then as I got higher in power I'd slowly replace the gear with higher tier duplicates

Gear you want is easier to find at least because of the gear archetypes.
So you are guaranteed to get at least 2 stats you want based on gear type.
The 3rd stat is the only RnG part
