Yes but your grenade doesn't benefit damage wise from enemies being close to you so generally you try not to do that. Surrounded makes you get close and with a weapon that you can damage yourself with. Yes you will get a damage bonus but you could also die because an enemy jumped in front of you leaving you with just enough hp for something else to kill you or you could just kill what was infront of you and now you don't have that bonus anymore. It's annoying and just my personal reason why i don't like the perk on an rsa. On something like a shotgun i don't mind it because the weapon can't also hurt me along with the enemies.
