It's RNG. No, the game is not bugged for you, or broken, it's simply bad luck.

• Bungie does not publish drop rates.
• We don't know how many estimated runs it will take for a specific item to drop.
• We do not know how much drop-rate-boosting triumphs contribute either, since we don't know the base drop rate.
• Runs are all separate environments. A 1/3 chance does not mean you get the loot you want one out of three times, it just means there is that percentage of chance whenever you run the activity that you get said loot.
• Perks are not weighted. All weapons drop with their perks at the same rate.

As for the other stats if I'm dropping Weavers call I can go into more super stat

I used font mods since I was able to gain basically 100% uptime on the orbs to have all Stats except health to 100 and weapons to 200

Also why grenade? The arc sentry isn't yet grenade damage so it doesn't get buffed and energy gain stops at 100
