If you can get those pieces even at something as low as tier 2 that's fine. That's how my build started out and then as I got access to higher tiers I just started replacing the gear with duplicates that were higher tiers.
As for LFG just use the fireteam finder. Just set it to application required just so you can check peoples level before accepting.

Only reason to get to 450 atm is either to farm T5 Kepler armour and weapons because stuff like the aion adaptor armour is good, or so you can get T5 weapons from the portal like mint retrograde.
But you can also do it so that when ultimate difficulty unlocks you only have 1 level to make and then you can really start farming T5 portal gear like techsec and bushido which is what I'm doing
I don't care if I get to 450 but I want to get close so I start farming T5 techsec gear sooner.

By the looks of it we only get story every 6 months now with the expacs

Ash and iron as a major update will have a story of sorts. Obviously I don't know the exact details but considering this update has us going back to the plaguelands I'd assume there'd be a story reason for it.
Looks to me like expansions will be major stories with things like a legendary campaign and content and then the major updates will add smaller more condensed stories into the game along with whatever other content they come with.
Like I'm expecting ash and irons story to possibly not have anything to do with the nine at all instead having us deal with some other kind of problem.
