Most people would prefer Special Finisher over Snapload Finisher.
Targeting is not worth the slot for PvE. Unflinching is also not worth the slot for PvE.
You have Special Ammo Scout, but no Special Ammo Finder. Scout does not work without Finder.
Recuperation is stronger than Better Already. Better Already only begins regen, which Recovery already does, whereas Recuperation outright provides a chunk of health.

the problem i have with warframe's buildcrafting (and design in general) is that compared to destiny its wider not deeper

you have a billion different systems but none of them quite slot together cohesively, and it makes the game feel like an ever-compounding stack of jigsaw puzzles

you build weapons either for status or crit or sometimes both
frames either nuke rooms by themselves or give you a way to make your weapons do that
thats not to say its not fun, but warframe has this faux complexity that makes it seem at first glance like there's way more going on than there actually is

people have their fair share of complaints about the npe for d2, but even after all the stuff they did for warframe's start up warframe is WORSE

arcanes, archon shards, liches, incarnons are all really cool systems but you do NOT get them explained to you ingame

The full quest list is still more relevant than you may expect. After all, we just saw your tutorial is incomplete. I can't guarantee it's affecting the issue because this is a bit niche, but it may well be relevant.

The tutorial of A Spark Of Hope - Risk/Reward may be relevant.

More directly, the issue may be Na-Veskirisk. Na-Veskirisk is the Episode Revenant (Ep 2), situated on Europa's map. It has been blocking progression for some few players - mostly for participating in Episode Echoes, but it's possible it's affecting you here, too. Continuing up to the point where Tonics are introduced may aid you.

Finally, what about the side tab bar on the map?

I'd say Na-Veskirisk is your best bet. Keep in mind it won't appear right away after doing this intro, though. Might take a few minutes, potentially a restart of the game. At the least, it will make Meteoric and Episode Echoes available.

The game forces you into one mission on logging in - the Final Shape campaign. The next time you log in, you get forced into a second mission - the current Episode intro.
