Now it's only going to refill telesto and this can be triggered from a void blow from any source.
And after you activate 3 times you can use the alt fire mode.

TLDR, get multikills with telesto or void abilities to build the charge and then use it on big targets.

Doing it with telesto itself is the fastest way though
