Void has the potential to be quite good. If your build is not Arc specific, still keep Mobility as your third behind Resilience and Discipline. A good build can regenerate Dodge energy in other ways, especially Arc.

If you want the Lucky Pants to shine in PvE, try a faster RPM Handcannon with good PvE perks. Malfeasance is a common choice, though Warden's Law is top dog for damage.
Rose is a PvP Handcannon with few PvE perks, is the thing. Plus, it's a 140 RPM. Faster the rate of fire, the faster the damage buff from Lucky Pants piles on.
