A. I'm below average compared to the average PvP (especially Comp) population, and in general I don't find PvP games fun
B. It's a catty so the drop chance is low as hell, and iirc it only drops off wins
C. As someone who isn't a dedicated PvP player hunting rolls on the Comp guns, it's nowhere near rewarding enough to subject myself to a consistently negative experience for an indefinite but definitely lengthy period of time

Especially when I don't even use Vigilance so the catty really doesn't matter outside collection purposes (hence why it's taken me like 6 years to get it)
